SLH4133P can claim insurance from SLK2760B (the open door one) if there are any damage.
SLK2760B sure lose, as for his own damage, he will probably go for those panel beating or what to rectify rather than replacing the entire door if possible.
Passenger how to claim ah? Unfortunately (Or perhaps luckily), no one was injured i.e SLH4133P wasnt a motorbike.
For injury case (3days MC or more), TP will take action.
For non-injury case, lodge a police report online say:
On <Date and Time>, SLK2760B was dropping off a passenger at MBS Expo & Convention Center Drop Off Point with <Booking ID> of <App (Grab, Gojek, Ryde or TADA)>.
However this passenger sitting on rear right just opened my right car door and hit SLH4133P.
I made this police report because I believed my passenger has committed an offense under Penal Code Section 336b which says:
Whoever does any act so rashly or negligently as to endanger human life or the personal safety of others, shall be punished —
in the case of a negligent act, with imprisonment for a term which may extend to 3 months, or with fine which may extend to $1,500, or with both.

After making the police report, just go and lodge a Magistrate Complaint online to ask judge to issue an investigation order (https://www.judiciary.gov.sg/criminal/private-prosecution-summons) simply because you need the passenger NRIC & Singapore based address before you can sue someone (civil case just like those who claim damages due to rear-end or worse, disability / death) and I doubt any app can help in this part.
